How appraisers value short-term rentalsNo appraisal standard tells appraisers how to value an Airbnb. Fannie Mae’s first short-term rental rule, issued September 2, mostly keeps appraisers out of the math.

Appraisers agree that a short-term rental’s value has to be split into real estate, furnishings and the rental business. They have no agreed way to price those pieces, no settled rule on whether a permit makes STR use the highest and best use, and no standard income figures. This is what the rules, the research and working appraisers say as of October 22, 2026.

What exists, and what does not

No standard-setter has published a method for valuing a short-term rental

We looked for one at the Appraisal Standards Board, which writes USPAP, and at the Appraiser Qualifications Board, the Appraisal Subcommittee and FHFA. We ran the same search abroad, at RICS in the UK, the Appraisal Institute of Canada, the Australian Property Institute, the Property Institute of New Zealand, TEGoVA in Europe and the International Valuation Standards Council. None has an STR-specific valuation standard or guidance note.

What does exist was written for narrower purposes. Fannie Mae’s Selling Guide topic B3-3.8-03, issued September 2, 2026, tells lenders how much STR income a borrower can use to qualify. Fannie’s June 2024 Appraiser Update told appraisers that “Form 1007 cannot be used to estimate the nightly fee for an STR.” Freddie Mac’s 2017 Bulletin 2017-12 requires two years of Schedule E history because short-term rental income “is typically fluctuating.” Tennessee’s Department of Commerce and Insurance publishes a Short-Term Rental FAQ for appraisers, the only state guidance we found. The Appraisal Institute teaches a 7-hour seminar on STRs covering FF&E, capitalization rates and going-concern value; no licensing body requires it.

02 / Three kinds of valueThe one point of agreement

The closest thing to a consensus

Appraisers, a state regulator and Fannie Mae all split an STR’s value into real estate, furniture and business

A short-term rental sale can carry three things at once: the real estate, the furniture and equipment (FF&E), and a running rental business with its reviews, booking calendar and management. Appraisers, one state regulator and the GSE rules treat these as separate.

  1. The sale

Richard Hagar, SRA, writing in Working RE, points to USPAP Standards Rules 1-2(e)(iii) and 1-4(g), which require an appraiser to identify and analyze the effect of personal property and intangible items on value. Going-concern value cannot be reported as market value in a federally related transaction.

  2. Furniture and equipment

Tennessee’s FAQ says FF&E “is generally considered a non-real estate component and would need to be analyzed within the subject and any comparable sales.”

  3. The rental business

A Missouri certified residential appraiser on AppraisersForum: “I am required to appraise with the assumption of a TYPICAL buyer, not a specific buyer looking for an air BNB.” Nightly income turns on one owner’s skill and marketing.

  4. Real estate

What is left is the property the appraisal values. Tennessee warns that using STR comparables without isolating it “could be considered misleading and a violation” of the USPAP Competency Rule.

Tennessee’s FAQ also says the GSE forms “were not created for business operations or going concern appraisals.” Sacramento appraiser Ryan Lundquist put the same distinction in terms of value definitions, replying to a reader in 2018 that “there can be a difference between market value and investment value.”

Once the business piece is separated, there is no shared method for pricing it. An STR financing site describing appraiser practice says some appraisers add a small goodwill premium and many add none; that site markets STR loans, and we found no appraiser-authored source that puts a number on goodwill. We also found no published worked example of subtracting FF&E from a furnished “turnkey” comparable sale. The sources we read describe that extraction as a requirement without showing the arithmetic.

03 / Market rentForm 1007 and its successor

The second point of agreement

Market rent goes on the rent schedule, and nightly revenue stays off it

Form 1007 estimates monthly market rent under a long-term lease. Fannie Mae said so directly in June 2024: “It would be incorrect for the appraiser to use STR comparables and then multiply the nightly STR fee by 30 to estimate a monthly rent.” Such an approach, the update says, fails to account for FF&E, other services, vacancy and business expenses.

Hagar describes clients being told to take a year of STR income, “simply divide by 12” and use the result in a gross rent multiplier. Asked whether it is that simple, he answers no. Total STR income can help a lender qualify the borrower; only the rent attributable to the real estate belongs in the income approach. Class Valuation reports that senior policy leaders at Fannie Mae have said an appraiser asked to “corrupt or contort” Form 1007 to show STR income must decline the assignment.

Airbnb revenue
$3,300

$1,400 a month apart. Lenders, Lundquist wrote, expect market rent in the report, not “hotel” rent.

12 months of STR income÷ 12= monthly rent→ GRM

The shortcut Hagar says clients ask for, and Fannie Mae’s June 2024 update rules out for Form 1007.

The redesigned report keeps the rule. Under UAD 3.6, when the URAR’s Rental Information section supports STR income on a purchase, Fannie’s policy supplement says it “must be completed based on standard long-term rentals.”

Beyond the form, there are no agreed numbers. We found no appraiser-authored or standards-body source for an STR expense ratio, management fee, vacancy allowance or reserve for replacing furnishings. One Oregon appraiser shared an operating statement in a 2021 forum thread showing 40% occupancy and 50% expenses, and told readers not to use it in their appraisals. Hagar writes that the income and cost approaches for an STR “require extensive explanations,” and that the work is closer to commercial appraisal than to a standard residential report.

04 / Sales comparisonEight markets searched

An unmeasured premium

We found no study of what STR status does to sale prices in vacation markets

Appraisers on AppraisersForum describe a norm against layering a separate STR premium on top of comparable sales. A Florida certified residential appraiser wrote in April 2026: “Normally, appraisers are not supposed to use short-term rentals for residential property.” STR demand near an attraction, the post continued, is likely already in the prices buyers paid for the comparables, and a premium on top would count it twice.

When a comparable sold as an operating STR, Hagar writes, anyone using it “must, absolutely must, obtain more information than the simple sales price and square footage listed in the MLS,” so its going-concern and personal property value can be stripped out.

AirDNA, Rabbu and other vendors publish nightly rates, occupancy and revenue for all eight markets. We found no paired-sales study, regression or grouped-data analysis isolating what STR status does to sale prices in any of them, net of location and physical features.

The closest academic work is a 2024 University of Central Florida dissertation by Marcos Medeiros that combined AirDNA performance data with Stellar MLS records for Central Florida vacation rentals from 2014 to 2023. It found that rental performance affects vacation-rental value and concluded that their valuation “is better suited to commercial-oriented real estate assessments rather than traditional residential appraisals.” The abstract does not report a premium in dollars or percent.

05 / Highest and best useThe open dispute

Permit, or the next most likely use?

Whether a valid permit makes STR use the highest and best use is an open dispute

On February 10, 2025, a certified general appraiser wrote to Maine’s Board of Real Estate Appraisers about two buildings in Kittery rebuilt as apartments and operated as short-term rentals. A reviewer had concluded the highest and best use was apartment rental. The appraiser disagreed: “While I agree with the reviewer that the H&BU is as apartment rentals if the current permit holder, for whatever reason, loses that status, however, until then the H&BU is as short-term rentals.” Whether a lender relies on either position, the appraiser added, “is just that, an underwriting decision, and not an appraisal determination.” The inquiry was on the board’s March 4, 2025 agenda. We found no resolution.

Tennessee’s FAQ requires the analysis without settling the answer: “In order to adequately appraise any property operating, or with the ability to operate, as a STR, a detailed highest and best use analysis must be completed.” It says Form 1004 may still be used when the conclusion is owner occupancy or a traditional rental, and that analyzing the whole business operation would be best served by a certified general appraiser.

Practitioners split on the same lines. Under Hagar’s article, reader Deborah Beauchesne-Mack argued that many owners use STRs as second homes, mixing personal use with rental losses, so the highest and best use may be combined use rather than commercial; she also raised condominium covenants and the effect of a corporation owning most units in a complex. In the 2021 AppraisersForum thread about a quadplex built for STR use, some certified general appraisers said most certified residential appraisers can handle the highest and best use tests, while others said a certified general appraiser should do or review the report.

The first test, legal permissibility, is unstable because many STR permits do not pass to a buyer. Our guide to STR law in the 50 largest US cities found that in 36 of them the license ends at the sale. Steamboat Springs ends nonconforming STR status after 12 consecutive months without the use. Franklin, Tennessee ends grandfathered status on sale or after 30 months without STR use. HOA rules add a second layer: Idaho’s Supreme Court held on January 6, 2026, in North Henry’s Lake HOA v. Norton, that state law bars an association from adding a rental restriction unless the owner agrees in writing, and Texas’s Supreme Court held in Tarr v. Timberwood Park (2018) that one association’s covenants did not prohibit short-term rentals.

How permit status changes the analysisChoose a permit situation.

Continued STR operation can support the highest and best use conclusion. Cite the local rule that lets the permit pass with the sale.

Does the STR license pass to a buyer? The 50 largest US cities, from our city guide, checked Oct. 18, 2026.
  • 36 ends at the sale
  • 6 conditional
  • 1 transfers (Virginia Beach)
  • 7 no city license

An appraiser who concludes STR use is the highest and best use is relying on a permit the next owner may not get. That calls for an extraordinary assumption, and we found no model report language for one covering permit transfer or HOA status.

06 / Fannie Mae’s ruleMandatory Dec. 1, 2026

B3-3.8-03, issued Sept. 2, 2026

Fannie Mae’s rule sets a 50% income factor and leaves the STR data to the lender

Fannie Mae’s September 2 rule is the first GSE topic written for STR income. Lenders can use it now. Fannie reissued the announcement on September 23 to move the mandatory date from Nov. 1, 2026 to Dec. 1, 2026, for loans with application dates on and after that day.

The B3-3.8-03 calculation

$2,000
ANRI
-$600

Added to the debt-to-income ratio

Same rent as a lease (75%)

Net rental income

ANRI

Under this rule the lender gathers the STR data, and the appraiser’s part is the ordinary long-term rent analysis. The rule tells lenders to average the comparables’ rates and “multiply it by the average number of days rented” to reach a monthly market rent. Because the days-rented figure covers the last calendar year, lenders will likely convert the result to a monthly amount, and we expect questions on that step to get settled as lenders adopt the rule. At $250 a night and 180 days rented, the arithmetic gives $45,000 for the year, or $3,750 a month.

The redesigned appraisal report did not add STR fields. UAD 3.6 becomes mandatory for new submissions on Nov. 2, 2026. Its delivery specification mentions short-term rentals in one place, two amenity choices for a condo project. There is no field for whether the subject operates as an STR, its permit, its nightly revenue or its occupancy. Class Valuation expects that “narrative addenda and supplemental exhibits will remain the primary method for supporting STR income.”

The other agencies have not moved toward STR income. Freddie Mac’s 2017 two-year Schedule E rule is the latest STR guidance we found. FHA and USDA bar short-term use outright: HUD’s handbook requires that FHA-financed investment properties “will not be used for hotel or transient purposes, or otherwise rented for periods of less than 30 Days,” and USDA “will not guarantee loans for investment properties, or temporary, short-term housing.” VA loans require the veteran to occupy the home, and VA has no STR income provision.

07 / Where the method is writtenAMCs, lenders and data

Below the standards bodies

Appraisal management companies have built their own STR reports, and three of them follow nearly the same recipe

Opteon launched its Short-Term Rental Analysis on January 8, 2024, built on AirDNA’s Rentalizer and marketed as an analysis that “replaces the existing 1007 form” for STR investment properties. Atlas VMS launched Atlas STR Insight for non-QM lenders on December 16, 2025, also on AirDNA data, reporting seasonal rate and occupancy curves, event-driven revenue, weekday and weekend pricing, RevPAR and length of stay. Class Valuation recommends a narrative addendum it calls the Short-Term Rental Projected Income Analysis, with market-supported occupancy, seasonal pricing, STR comparables, stated revenue assumptions, expense and volatility disclosure, and confirmation that STR use is legal.

All three pair an appraiser’s analysis with third-party market data and explicit occupancy and seasonality. That is the most consistent STR appraisal method we found in the US market, and none of it is GSE-approved or required by a standards body. Michael Tedesco, who leads Class Valuation’s private lending division and discloses that he invests in STRs, argued in HousingWire in February 2026 that “STRs aren’t rentals; they’re operating businesses.”

Both packaged products run on AirDNA, so AirDNA’s methods now flow into appraisal work at scale. We found no independent audit of AirDNA’s or any competitor’s accuracy. A comparison by Awning, a competing vendor, says “Rentalizer projections can be optimistic, particularly in newer or thinner markets.” We found no STR-specific automated valuation model.

DSCR lenders, who lend on the property’s income, set STR numbers too, and they differ from each other and sometimes from their own pages.

08 / What the research saysSix studies

Neighborhood effects

Studies agree STR activity raises nearby prices, and disagree on how much

More STR activity raises nearby prices and rents in each of these studies, and restricting it lowers them. They measure different things in different units, so the figures below do not share one scale.

These studies measure what STR activity does to a neighborhood. An appraiser needs something narrower: how much a particular house is worth because it can operate as an STR, the premium chapter 04 could not find measured. The research does support one appraisal point. When a city restricts STRs, nearby values can fall, so a pending ordinance is a market condition worth reporting.

Across two research passes we found no article in The Appraisal Journal, the Journal of Real Estate Research or the Cornell Hospitality Quarterly on STR valuation method. Appraisal Institute journal content is behind a paywall, so an article could exist that we could not see.

09 / Assessors and tribunalsClassification, not method

The actual use test

Tax tribunals classify STRs by how they are actually used

Property tax offices have had to decide what an STR is, and their disputes have been over classification. On June 29, 2026, Missouri’s State Tax Commission upheld commercial classification, assessed at 32% of value, over residential at 19%, for a St. Charles County house listed and rented on Airbnb through the assessment period. The owner’s plan to rent it long-term later did not outweigh the record of STR use.

British Columbia’s Property Assessment Appeal Board reached the same kind of result on Nov. 29, 2024. A Nanaimo condo was listed for 327 days and rented for 276 in the year to June 30, 2023, and the board upheld classifying part of it as business. The owner had argued he rented it as an investment. The panel chair wrote that this view was “wholly irrelevant” to the classification.

Tennessee writes the use test into statute. A short-term rental that is the owner’s principal residence, with one rental unit, is assessed as residential at 25%. An owner can claim the same treatment for one more STR parcel by living there at least 14 days a year or 10% of the days it is rented, whichever is greater. Other STR parcels are assessed as commercial at 40%.

Maui County taxes non-owner-occupied STRs in their own class. For FY2027, the short-term rental home rate runs $13.00 to $17.00 per $1,000 of value, tiered by value, against $11.80 for hotels and resorts. Colorado’s HB24-1299 would have created a statewide lodging subclass, with projected new local revenue of $82.2 million to $197.2 million a year; the House Finance Committee postponed it indefinitely on Apr. 22, 2024. We found no jurisdiction that assesses STRs mainly by capitalizing STR income.

Courts have said less. We found no US appraiser malpractice case, no appraiser board disciplinary order and no eminent domain case turning on STR value.

No valuation body abroad has an STR standard either

The UK has the most tested method, and it came from business rates tribunals. In Facciolo v Costantin (2020) the Upper Tribunal valued a self-catering let on receipts and expenditure, using a Fair Maintainable Trade, and set its rateable value at £920, down from the £2,750 under appeal; it relied on Wishart v Hulse (2018). Holiday-let lenders use their own tests. Cumberland Building Society deducts 20% from gross rent, then requires income cover of 145% of mortgage interest for sole traders and partnerships, or 125% for limited companies.

In Spain and Portugal the license itself carries value. Barcelona plans to let its roughly 10,100 tourist apartment licenses expire by November 2028, none renewable. Grupo Marbo, a Barcelona holiday-rental company, has estimated that an apartment in Eixample or Gràcia “can be worth up to €100,000 more with an existing license.” That is one company’s estimate, and no valuation standard says how to price a license or write it down as expiry nears. TEGoVA’s European standards set general principles and leave country-specific method, including for STRs, to national bodies, and we found none in Spain, Portugal, Italy, France or the Netherlands that has addressed tourist rentals.
