In his 15th year at OREP, Peck has extensive experience advising appraisers on risk management, state board complaints, and claims. Peck is a licensed insurance broker in 50 states and holds a Master’s Degree in Accounting.

Daniel is a Certified Residential Appraiser in Florida and owner of Empire Appraisal Group and Appraisal Referral Network. He has built his appraisal business primarily outside of traditional lending work by working with attorneys, real estate agents, and private clients on assignments including divorce, estate, partition, expert witness matters, and listing-related services.
With over 20 years of experience and more than 10,000 residential appraisals completed, he provides practical insight based on real-world valuation experience. Through the Appraisal Referral Network, he helps appraisers grow private and non-lender work through education, referrals, and marketing and networking guidance.

An active industry leader, he serves on multiple boards and committees, including the Appraisal Institute and the National Association of REALTORS®, and is passionate about advancing appraisal standards and education.

Tobias is a senior fellow and the co-director of the American Enterprise Institute’s Housing Center, where he focuses on housing risk and mortgage markets. Mr. Peter has coauthored a variety of reports on housing policy, specifically on the impact of federal policy on housing demand and homeownership, housing finance risks, and first-time home buyers. He has testified before Congress, and his pieces have been published in policy journals and in the popular press, including in the Wall Street Journal, American Banker, and Business Insider.
He has a master’s in public policy from the Harvard Kennedy School and a bachelor’s degree in history and applied economics from the College of St. Scholastica.
